Update W10 from W7...strange error code

I have been taking advantage of the W10 upgrade before the end of the year...

I have run into this error code...googling around I cannot find much...

Program cannot start because
api-ms-win-core-libraryloader-l1-1-1.dll
is missing from your computer.  Try reinstalling the program.

This occurred with W7 activated and with all programs etc....so I wiped the drive and reinstalled W7 from scratch...
NOTHING installed but W7...and the error came back...

Can anyone shed any light on this...???

Did you install Windows 7 SP1 Service Pack before you tried upgrading. You need to be at SP1 for the upgrade to Windows 10 to succeed

Yes...W7 SP1....I did NOT add any updates...however...

I will try installing some of the Msoft updates...see if that changes anything...

But this has happened on two PC's...BOTH working Win 7 SP1 with all updates...
So far I have successfully updates 6 Win 7 SP1 PC's...with NO problems at all...

Then this error on both PC's...

One PC I wiped the HD...and did a fresh install of Win 7 SP1..and NO  JOY...
The other is still sitting until I can figure this first one out...

Any and all comments and suggestions appreciated...

I think you should download the latest Win 7 SP1 ISO and install the PC with it, then run the upgrade. I believe you are aware that the Win 10 upgrade must be the same version as your Win 7

i upgradedd 2 pc's from win7 to win 10 last week and they ran without a problem - activated and all

Are you installing Windows 7 64-bit on a 32-bit machine ?

You can make an ISO from the Media Creation Link and try that.

If you have done this before on other machines, this particular machine may not be Windows 10 compliant.
Well...here is where I"m at...
My understanding was that the ONLY way you can upgrade to W10 now is to use the Windows Assistive Technologies...

This has worked for about 10 PC's that I've upgraded so far...

McKnife...I am NOT aware that you can install W10 and use a W7 key to activate....are you certain...???
Ramin....everything is 64 bit and Pro versions....
Nikola...I had read the link and there is only background but I don;'t see any useful info that will fix the problem...

Right now I'm on my 3ed different Win 7 DVD under the suspecision that my normal install W7 DVD got a defect somehow...but not enought a defect to prevent W7 from installing and running...

I'm going to download the latest W10 per John Hurst and try a W7 key and see if that works...

From the 2nd version ("1511") onwards, win10 allows to install using the win7 key and will activate. Why Microsoft has never retired that option (initially, they said it would only work until july '16), is beyond me. Maybe they needed more win10 users to break win7's power.
McKnife...do you enter the key at the start of the install or after it's installed???

I picked a W7  Pro license at random....entered it in and now I have W10 Pro running like a top...

Hey im Having the same problem.. Im not understanding the solution. Can you please lay out the steps. Im not the best with computers but i have had the same computer upgraded with windows 10 in the past..Let family barrow it and they screwed it up.. Long story short im on windows 7 trying to play a game called Civilization and i keep getting an error about graphics card, have been told upgrading to windows 10 will help... Now im getting the same error code when trying to use the Assistive tech. Free upgrade to windows 10.

The computer had been activated with win10 before? Then simply install win10 again and skip entering a product key and it will activate without.
