Finding Users Not Enabled for Skype for Business Online

I have users using the Enterprise E3 license in Office 365. However, some do not have the SfB Online service enabled. (MCOStandard) How can I use Powershell to query for those users only?

Simply add the SKU as another condition:

Get-MsolUser  | ? {$_.Licenses.AccountSkuId -eq "tenant:ENTERPRISEPACK" -and ($_.Licenses.ServiceStatus | ? {$_.ServicePlan.ServiceName -eq "MCOSTANDARD" -and $_.ProvisioningStatus -eq "Disabled"})}

Try this:

Get-MsolUser  | ? {$_.Licenses.ServiceStatus | ? {$_.ServicePlan.ServiceName -eq "MCOSTANDARD" -and $_.ProvisioningStatus -eq "Disabled"}}

You can further filter it down to only cover users with E3 licenses, if needed.
