Can we allow Global Calendar Publishing only -- with allowing External Sharing in O365?

I'm not completed clear on what all External Sharing will allow, modify,full access, etc.?  Our need is to allow a read-only view to be published and nothing more.  It seems there used to be Allow Publishing settings, but I don't see those any longer?  I assume a Published calendar is a live view (stays up-to-date)?

All you need to do is create a policy with just the "anonymous" entry. Or edit the default policy and only leave the "anonymous" entry.

Calendar Publishing is read-only, and one direction. Think of it as publicly facing read-only webpage, showing the OWA calendar view. You will be fine as per your requirements.

But, then my question is - I don't see how to enable only Publishing for my users.  Can I do that, and not allow general external sharing?  I just want to allow 'read only' publishing.  Thanks.
