Cannot add new user account to outlook 2013

We have a coexistence of Exchange 2010 and 2016. We have a new user that has an exchange account that cannot be added to outlook 2013. This user can use OWA.

When you try to add the account it does not auto populate the user information. It is all blank.

The weird thing is that if i log on to the same computer i can add my account just fine.

Our accounts are both in the same database in exchange 2016 . My account was migrated from 2010 and his was added directly to exchange 2016.

Any ideas of what could cause this with this user?

Do you have Autodiscover setup correctly internally?

In addition to the above, go to Control Panel, Mail and add the account there. Microsoft has changed how accounts get added (for the worse).

Well I resolved the issue.  The user was logged into the computer with a local account he created. Doh!  I assumed he was logged in with his AD account but nope.  Once he logged in with AD account we were able to add the mailbox.
