Hi Experts, I am trying to capture a Win 7 and Win 10 virtual image from VmWare. Do I need to populate Out of box drivers as part of capture task sequence or as part of deploy task sequence? These will be deployed to Latitude 7480 machines

If you are looking build a thick image of your custom WIM (all apps and drivers) you really should to a build and capture Task Sequence.

If you are going to build machines (all different hardware) based of the same WIM this is going to balloon in size. WIM.
 
I would gather all the drivers needed for all your types of machines and OS's and build a task sequence that is based of a basic WIM and allow the Task Sequence to inject the drivers during the build.

Depends on the deployment you are going to use. If you use SCCM to  deploy the image, then add the drivers to a separate task sequence.

If you would like to use USB boot disk and standalone installation, FAS or something else, for that model only, then install the drivers and create the WIM file (deployment will be much faster).

the drivers should be a part of deploy task sequence. As you are capturing from virtual machine you dont need drivers.
