"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Natively, not readily as that stuff is in the Outlook Profile (registry) and not the PST file. I have always just remade my Outlook Profile when changing computers as I have not seen a tool to do this.
Best practice is setting the Outlook profile on the new PC from scratch. If you set up IMAP or Exchange account, you will synchronize the folders and e-mails from the server. To export rules, you have to go in Outlook Rules, Manage Rules & Alerts, Options, Export Rules.
Copy the exported file to other PC, and you can import the Rules following the same path.
