Is the other motherboard same or you are using software for enabling the bitlocker?

Go to Bit locker, and you should find the TPM Administration. Inside you have the ability to password changing.

The default setting is right what you see: the TPM is the only protector and no PIN nor password is used.
If you want to set a PIN (to make it even safer): simply follow Dell's tutorial: http://www.dell.com/support/article/de/de/debsdt1/sln171842/using-the-group-policy-editor-to-enable-bitlocker-authentication-in-the-pre-boot-environment-for-windows-7-and-windows-8?lang=en
