SBS 2008 server that originally started to have an issue with distribution of emails received by the server

Email not distributing to users, now I have a group policy failures on workstations,  they can see the exchange server and send email, but can't receive emails, also the mapped drives are now not connecting as well.

Sounds like you're having some active directory or possibly DNS issues.  First off, how long has it been since you restarted your server?  Is the server current on Windows updates?

Restarted the server and updates finished installing. Still not able to load several services. workstations still cant see mapped drives
Were you able to fix the IP addressing issue on the server? This would probably fix your issues. The server IP address has to be statically set to the original IP address (i.e., the one that the Active Directory is expecting) otherwise AD and other services won't work properly.
Fixed the IP addressing, Domain services returned, now just need to fix the original issue with Exchange 2007 (SBS 2008) not distributing emails, I believe I have a certificate error. Looking now for instructions to create a self-signed cert.
Since you're in the process anyway, you might want to consider getting a public certificate from GoDaddy or similar service.  It makes things easier if you send or receive emails from companies that require a certificate from a trusted source, and also if your staff uses Outlook Web Access or the Remote Web Workplace to connect remotely to the office network.  GoDaddy, for example, provides very good instructions for installing the certificate for Exchange 2007.
