Office 2013 KMS Activation on Windows 10

We currently have a KMS Host set up that is running Windows 7.  It has been activating Windows 7 and Office 2013 for several years.  We are starting to deploy Windows 10 (using individual licenses, not volume licensing), but we are still using Office 2013 and would like to continue using the KMS activation.  Currently, Office 2013 will not automatically activate on Windows 10.  Does our KMS Host also need to be running Windows 10 for the KMS activation of Office 2013 to work?

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Best practice is running the KMS on Server OS, ideally 2016 or 2012. If you need a software just for counting the installations and you are running less than 100 desktops on the network than you can use a free installation of Lansweeper:
