You can't buy a Windows 7 key any more. You would buy a windows 10 license and use it to download and install Windows 7.

You can purchase legitimate new packages on eBay. I purchased Vista this way. You need to check out the Vendor and be sure the package is returnable for full refund if the key proves to be pirated (will not happen with a good vendor).

Then you need to get drivers packages for the machine you are installing Windows 7 on.

I agree with Brian - go with Windows 10. Late in the game to be starting out fresh with Windows 7.

However that being said, unless you need Windows 7 for a specific reason, you should really be going with Windows 10

Not that it really matters much at this point, but many of the Windows 7 out there are OEM and not intended to be sold as a standalone product. The usual argument was that MS won't support OEM version of Windows, but since Windows 7 isn't supported any more anyway it doesn't make much difference.

To repeat what others said, if this is for a new build (as in newly purchased hardware), save yourself some time and be sure there are windows 7 drivers available for the hardware you are using before you start.

Incorrect, Windows 7 will enter end of life on January 14, 2020.
Until that date Windows 7 will continue to receive updates
