So you are looking to configure 2 IIS 10 servers with shared configuration and shared content.  Here is Microsoft's IIS 10 walk-thru article on setting up shared config/content:

https://docs.microsoft.com/en-us/iis/manage/managing-your-configuration-settings/shared-configuration_264

Where are you having issues in setting up the servers?

How are you "synchronizing" the servers? What is it you want to synchronize... Content, configuration?

Are you referring to Shared Configuration?

Yes, I need shared Configuration between server 1 and server 2 to replicate or have most recent content synchronized in the event of a  failure or downtime.  I will be using DNSmade easy to change IP addresses to direct traffic to server 2.
