Where should the Primary Active Manager reside in exchange 2010

I have a two node exchange 2010 DAG with Node & File Share Majority on a 3rd svr. Where should the Primary Active Manager reside? On Server1 (primary) where the databases are mounted or on Server2  (secondary) where the passive databases reside? Thanks in advance.

If you want to manage the users either one would be just fine.
If you want just to get the more of the resources use the one with the passive databases.
The truth is that your question can be one or the other it will just depend on how you like to manage the resources, since either server is able to connect to the other one and do the DAG modifications and regular stuff thru synchronization with the AD.

If you just want to see server holds PAM run the below command.
Get-DatabaseAvailabilityGroup -status | fl
