I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

A repair installation will help you almost certainly. https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html tells you how.

Create a new  user account ,  switch into it and test if it works.

First try DISM. Open cmd.exe with Run as Administrator and run dism.exe /online /cleanup-image /restorehealth
Restart and test when the above has completed.

Second, as McKnife suggest, try a Windows 10 Repair Install. I use this method (and DISM) quite successfully.

If the above two do not work, try a different (new) Windows User Profile as Ramin has suggested.
