Remote Control of a User from User (Windows Server)

How to enable and configure remote control of a user from another user session in Microsoft Windows Server 2008, from administrator i can get access to any of users which is login but from user to user its getting error (Session (ID 15) remote control failed).
These user have only member of Remote Desktop Users & Users

Usually, only administrators have rights to access other user's sessions n RDS/terminal services system.
If the other user elevates rights prior to opening the taskmgr, then they should be able to remote control the other session.

Is using remote assistance out of the question if it is a user to user assist?

You can entitle non-admins to shadow other users sessions. However, I am not Aware if they can do it though Task Manager or if they will Need to Launch the command mstsc /shadow.

To entitle a user, open an elevated command line and Launch
Wmic /namespace:\\root\CIMV2\TerminalServices PATH Win32_TSPermissionsSetting WHERE (TerminalName ="RDP-Tcp") CALL AddAccount "domainname\account2beEntitled",2

I guess, you will need to restart the terminla Service afterwards or reboot the Server for the Change to become active.
