Just install Windows 10.  No license or serial required.

Windows 10 will recognize it has been previously installed on this machine and activate.

If you have Windows 8.1 activation key, you can still activate Windows 10 with it (if needed).

Dell computers come with it built in.

No need to install Windows 8 as noted by dbrunton. I have reinstalled Windows 10 on a Windows 8 machine that had been upgraded to 10 and it went fine.

Make a Windows 10 ISO from the Media Creation Link and use that to install. Make it for a different PC.
At home, I have Optiplex 990. After HDD upgrade with SSD and installing Windows 10, I activated the OS with Win 7 key that comes with the PC.

Once a machine has had Windows 10 installed and activated on it you can then reinstall windows 10 as many times as you want without a product key and it will activate on its own.

For Dell always make sure you use the Dell Media, not the OEM Windows one as it might not pickup the key build into the Dell BIOS
