Performance Question

Alright, this is probably a silly question, but I do not necessarily know the answer.  

I have a Dell PowerEdge 2950 (yes, ancient, I know) with 2 E5405 Intel Xeon Processors (2 ghz) and 12 GB of RAM running Windows 2012 R2.  

I also have a Dell Optiplex 330 (obviously, it, too is ancient) with a Core2 Quad Q9550 (2.83 ghz) processor and 8 GB of RAM running Windows 7 64-bit.  

I need to stream video with one of these two machines.  Which one is better?

The Optiplex ... processor is better, RAM is cheaper, can be upgraded with graphics cards.
