My form data is being processed by the form action to register data before it is verified by the onSubmit validInfo(). Inputs that do not meet the requirements is being processed...

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You should use Ajax to check if the email address is present in your database instead using PHP inside your code, the way you code it is not good and broke your javascript.
Additionaly you should submit the page at the end, once the email from your database is present. If the email is present, we submit the page
We don't put the onsubmit in the form itself or with the register button, we submit the page only if the last test (checking presence of the email in database is a success) with javascript code.

so the form :
<form id="Form" name="Form" action="Register-Data.php" method="POST" enctype="multipart/form-data">
the register button (please note the onclick) :
<button type="submit" style="position:relative;width:400px;height:50px;" onclick="return validInfo()">Register</button>

and the code :

we need orig.php in the same folder of your page to check email presence in the database :
<?php
    header('Content-type:application/json;charset=utf-8');
    $email = $_GET["email"];

    $servername = 'localhost';
    $username = 'root';
    $password = 'loremipsum';
    $dbname = 'database1';
    $conn = new mysqli( $servername, $username, $password, $dbname );
    $email = $_POST[ 'User' ];
    $orig = "SELECT FROM userid WHERE email='$email';";
    $result = mysql_query($orig);
    if(mysql_num_rows($result) > 0)
        echo '{"email_found_in_DB":true,"email":"' . $email . '"}';
    else
        echo '{"email_found_in_DB":false,"email":"' . $email . '"}';
