Both sites were done by Advance Digital:

On the right side of their home page are links to numerous other sites that they've done. I visited a half-dozen of them — all look very similar. They were almost surely built with the same technology base, but I don't know what that is — the link that Ryan posted may be helpful for that. If not, contact Advance Digital and ask them:

The first thing one shoukd conduct is the domain registration record, as Joe pointed out it is registered to the same entity.

If you are creating a news media site, content is typically not generated by typing something to a cms like wordpress and instead needs to pull data from multiple sources.  Drupal was created for newsmedia and you will find a lot of resources there. When I was recently researching for this, I came across https://www.sourcefabric.org/ and specifically https://www.superdesk.org/.   Another possible solution https://www.townnews365.com/

These sites were most likely built using an in-house framework. They use the same classes and layout but there is nothing in the scripts / css that indicates the use of an existing framework.

It is not really possible to say based on the HTML what they use to manage their content - it looks like a custom system though.

I looked at the source code of the first site and found a link to http://www.advance.net/ which lists the other two sites as well. I'm assuming they're all built from that same custom software. Basically they're all owned by the same media group. That website also lists their various social media contacts if you want more info.
