Silently installing and configuring SQL Server 2017 Reporting Services is possible. Installation is covered in this blog post:

For example, you can use the following command line:
SQLServerReportingServices.exe /quiet /norestart /IAcceptLicenseTerms /Edition=Dev

This will always leave SSRS unconfigured. The best way to configure it is to use PowerShell and WMI as covered in this blog post: The script linked in the post goes through all the necessary steps to configure the SSRS instance.
