Silently installing and configuring SQL Server 2017 Reporting Services is possible. Installation is covered in this blog post: https://svenaelterman.wordpress.com/2018/01/01/silent-installation-and-configuration-for-sql-server-2017-reporting-services/

For example, you can use the following command line:
SQLServerReportingServices.exe /quiet /norestart /IAcceptLicenseTerms /Edition=Dev

This will always leave SSRS unconfigured.
