Try rebooting.  Does it work in Notepad?

Try plugging your keyboard into a different USB port.

Also try a different keyboard and see if maybe your keyboard has started to malfunction.

One other thing to try is to boot into a "live" OS such as Knoppix....http://www.knoppix.org/

Open one of the text programs in there then try your CTRL-X and see if that work.
In addition to Scott's advice above, open cmd.exe with Run as Administrator. In the command window:

dism.exe /online /cleanup-image /restorehealth

Allow to complete, restart and test.

Look on the notification area of the task bar and see if Office Clipboard isn't active. If it is, right click and choose to configure the options so that it will not intercept native Windows functionality

Thank you all for the help. It had to do with a stuck ctrl key. I didn't realize.
