cannot start new Hyper-V server

I added  a new 2016 Hyper-V server.  It gets the message (see attached) failed to change state.  

I've added plenty before and never seen this.

How do I fix this?

What does "added a new 2016 Hyper-V server" mean?

Right click the hyper-v server and add new server
Never seen the add new server, I have seen 'connect to server' as shown in this video.. show a screenshot please

As in an actual physical optical drive in the server?

Yikes.

CDBurnerXP is a freebie to take those optical disks and create ISOs. We did that a long time ago when it was not so common to download them from Microsoft's and other vendor's sites.

I've not used an actual optical drive in at least half a decade!
