Can't send internal email

We have a hybrid Exchange environment. We recently had a problem receiving external email but internal email worked. Recreating the send connector resolved the issue. When I create new accounts with local email accounts (before migrating to office365) I can send email externally and locally but I do not receive email locally (from within the local domain). No errors get logged or NDRs and I do not see them in the queue

You didn't mention what version of Exchange you're running...Regardless, you can enable message tracking https://technet.microsoft.com/en-us/library/aa997984(v=exchg.160).aspx to see if you can see where the messages are going or not going.
