Windows 10 Settings icon is blank or missing
Run this in CMD:
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
Do you look? Settings are already shown.
Settings icon is there but with blank icon.

The settings Icon appears to be blank on the askers screen shot.
Maybe the icon cache is corrupt:

It looks identical to my Settings Icon.
The settings icon is a white gear wheel.
Run this:

after an update, i often saw problems - they were cured by rebooting the pc a couple of time in most cases

If want Control Panel, put it on your Desktop and then pin it where you want.
Settings, Personalization, Themes, and click on Desktop Icons link. Add Control Panel and anything else you want to the desktop. Then pin where you wish.
