Windows 10 Settings icon is blank or missing

Hi after anniversary update 1709. Settings icon is blank. How to fix? THX

The settings Icon is there (I can see it) and you have settings running. So it is working.

If want Control Panel, put it on your Desktop and then pin it where you want.

Settings, Personalization, Themes, and click on Desktop Icons link. Add Control Panel and anything else you want to the desktop. Then pin where you wish.

Settings icon is there but with blank icon.

The settings Icon appears to be blank on the askers screen shot.

Maybe the icon cache is corrupt:

ie4uinit.exe -show
 taskkill /IM explorer.exe /F
 DEL /A /Q "%localappdata%\IconCache.db"
 DEL /A /F /Q "%localappdata%\Microsoft\Windows\Explorer\iconcache*"
 shutdown /r /f /t 00

If none of the above fixed the issue then:

Create a new USER account and switch into it and test again.

                                              * * * * *

Uninstall your Antivirus, restart your PC. test the icon and reinstall the Antivirus.

                                              * * * * *

 Try  Windows 10  Repair Install with an In-place Upgrade.  you can keep your programs and settings and will not lose anything.

    Go to the Windows 10 Media Creation Tool from this link:
https://www.microsoft.com/en-us/software-download/windows10
 
Click on Download Tool Now, save it on desktop,  then run it as Administrator, accept license agreement, then Choose Upgrade This PC Now, let Windows to Update drivers. make sure that Keep Personal Files and Apps  is Selected  and let the Windows do the rest.

Note: The Procedure takes at least one hour.

after an update, i often saw problems - they were cured by rebooting the pc a couple of time in most cases
