Is this a virus or malware?

My OS is win10 pro 64 bit and from time to time I get the error screen as attached.  Although I do not send the report, but I want to know if it is a virus or malware and I have run Avast scan and it did not remove it.

It's software that reports the crash of an application to the developers.  The question is, what application crashed?  Have you viewed the report - that might tell you.

You have to remove Bug Splat Extension from your Internet Browsers. I suggest to do it manually (Plan A). but create a restore Point first.

Thus, I assume it is safe to leave it in my pc since it is not a malware or a virus?  frankly, I do not how it got installed .
