Excel Table. Lookup where range and multiple criteria

Hi I previously posted a question seeking a formula to lookup a value from a table which uses ranges (ie min and max max values).  Ryan provided a good solution using Index & Match functions.
But I now need to cover multi-criteria.
I'm not familiar with macros so would prefer to avoid.
Could someone provide a formula which I can readily update to suit actual number/type of criteria (eg 2 criteria, some exact match, and some that involves fitting in a range).
I have attached a file showing current table for which I need lookup type formula

You would have to upload a sample excel file. Make sure that the sample represents the actual as much as possible so that a workable solution could be proposed.
