Win10 laptop - Server 2008 - FolderRedirection works - Offline Files does not (only on W10)

Experts - have a 2008 R2 server w/ a GPO in use for Folder Redirection and Offline Files - where both features work on every desktop/laptop on the network running Windows 7. Have a new W10 laptop (only device running W10 - all other's are W7) -  where FR works, but offline files does not.  Offline files works on the W7 laptop that this W10 laptop is replacing..but not working on this new W10 unit.

Right-clicking the folder and selecting "Make Available Offline" does nothing. Option is there to select, but selecting does nothing. Offline files is enabled within Sync center - but says not sync relationship has been setup - and unable to do any setup.  Again, this same users W7 laptop works fine with offline files -but this new W10 replacement does not work.

Not seeing anything out of the ordinary in the event viewer.

On another not, I had an odd W10 issue (another account) where FR was not working at all. Errors being loggeg in the event viewer. That was resolved following this link, but nothing in this article proved to be a fix on the issue being discussed

Probably another needle in that wide-ranging W10 haystack..hoping someone else has already found - ...assistance appreciated -

Are you managing the policies using the win10 administrative templates? Another way would be to use RSAT from win10 to connect to the DC.
It should work without problems, then. IIRC, that GPO is different on 10, so the new templates have to be used.

Updated the server with W10  administrative templates to 1709 and created a central store (reference link:)

with add'l references to this link:

.....only to get parsing errors upon trying to edit an existing policy. Corrected that by deleting all objects in the central store to get back to the local object folder.

Didn't make the check on the 2008 server version (2008 Standard (non-R2))  prior to updating the templates - from what I understand, 2008 Std  version of GPMC is not compatible with these newer templates...would that be correct? (correct me if I'm wrong)

If correct...are the remaining options either an OS upgrade or RSAT on a W10 PC?
Populate the central store with current adms is the remaining option. We are happy with RSAT.
