Need to make changes to attachements size for exchange 2013

I need to find out what our attachments size is set to now for sending and receiving on our exchange 2013.
Once I find out what we are set to, I need to know how to make changes to it.
So to be more clear, we need like to users to be able to send and receive emails with attachments that maybe around 30-35MB.
So can I just make this change on the two users themselves or do I have to make the change on the whole exchange system?

Message  size limit is different from Attachment size limit.

AFAIK no simple solution. You can  increase the org limits and crank every other mailbox back down.

Agreed these are usually set at ORG Level

For an individual user;
Get-User -identity "user name" | Set-Mailbox -MaxReceiveSize 41943040
Get-User -identity "user name" | Set-Mailbox -MaxSendSize 41943040

Though there is a precedence, to the org levels can over-ride this
