How do I allow a standard user to change network adapter settings?

I would like to allow standard users on a laptop to change the ip address when needed with me having to enter administrator credentials. What is the best way to do this?

Thanks for the additional information. There is a Network Configuration Operators security group where you can add the user account.

Depends on why they need to change. Obviously DHCP will take care of itself. Other option is to configure "alternate configuration" tab that will be used if the primary setting doesn't work.

If there is something else the user needs to change, please give us more detail on what and why.

Specifically they need to set the IP address to a value that works with a PLC network. DHCP is not an option since these PLC networks are not configured via DHCP. It would be nice if each PLC network had the same general IP settings so we would only have to configure the laptop once but that is not the case.
