Outlook not displaying emails correctly

I am using outlook 2016, and not sure why, but a lot of emails are not displayed correctly.
As you can tell, just looking at the email in the bottom view pane, it's not displayed correctly.
Same thing when I open it.  The actual email in a way is centered, but why is there is so much grey padding
on each side of the email?  I am using a 4K monitor and my resolution is full 4K.  What's strange is, most of the emails are fine,
it's just some that are like this, maybe 25% of them. Perhaps it's only happening to the emails that are using HTML, and if that's the case, why is that?

That is a Outlook known issue with HTML formatted. Make sure Outlook is fully patched and updated.


Open options in Outlook 2016.
Go to the Mail tab.
Scroll down to message format.
Make sure the following are not checked:  
      Use Cascading Style Sheets (CSS) for appearance of messages
      Reduce message size by removing format information not necessary to display the message
Exit Outlook and restart it.

                                              * * * * *

Start Outlook in safe mode and check if there is the same behaviour:
Hold Windows key + R.
Copy and paste, or type the following command in the Open box, and then press Enter
Outlook /safe

If it works as expected in safe mode, disable the add-ins.
 
                                               * * * * *

It can also be an issue with Display driver.  You may follow the steps below to update Display Drivers but create a Restore Point before starting:

1. Right click on start button and click on Device manager.
2. Select Display Drivers.  
3. Right click on the Display drivers and select Properties
4. Click on the device tab and select Update driver.



Also try with different DPI scaling.
