Try booting from a bootable CD / USB Key and see if it starts, or boot to BIOS and see if it starts. This bypasses the hard drive.

If still not booting, it could be the power supply or motherboard (including memory on the motherboard).  Try removing all but one memory module and try starting again. Does this work?

If not, how old is the computer?  Is it in warranty?   If not, maybe time to replace.

If memory is OK per the above tests, then it is time to replace the machine as repairing motherboard or power supply is not likely to be economical.
