Cannot clear Google Chrome "recently visited sites" on new tab

Hi all :)

I have a weird problem with chrome on a users PC.

When they open a new tab the annoying "recent sites" thumbnails appears however they are NOT any sites the user has been to plus when I hover over one no X appears at the top right so it is not possible to clear/delete it.

What could be causing this weird behaviour?

I have completely removed and reinstalled chrome but get the same behaviour.

I have attached a screenshot of the problem.

Thanks
