There is no such thing as Exchange 2018 CU8, you probably mean Exchange 2016 CU8?
Are you trying to install a completely separate Skype organization in the same AD organization? this is not supported. You need to just create a new pool for the separate site, Even if that new Pool only has a Standard server in it.

Thanks lvjeff for you info,

I was able to install Skype for business  in other two sites. but i just want to know something,

we have five sites  for skype for Business 2015. but  in third site i have install skype for business firstly  and this third site has become a central Management store means main site. is it possible to make my first site as main site or remove & re-install the all skype for business.
Since each site has its own SQL server, you can place the Central Management store in any of them. Open a Skype Management Shell and run the command Install-csDatabase -CentralManagementDatabase -SQLServerfqdn <FQDN of the server in the pool (site) you want to host Central Management>. This assumes you are using the default instance for the SQL server. If you are using a named instance, add the switch -SQLInstanceName <name> to the command. This will install an empty Central Management Database in the pool(site) you selected.  Then run enable-cstoopology. Last  thing to do is wait a few and run get-csmanagementStoreReplicationStatus to make sure you are up to date on all servers. then run Move-CsManamgementServer. this assumes you only have the Central Management Database installed in the current pool and the one you want to move to. Once the move is made, wait a bit and verify things by rerunning get-csmanagementStoreReplicationStatus. Lastly, if everything looks good, You should remove the old Central management store. Uninstall-CsDatabase -CentralManagementDatabase -SqlServerFqdn <FQDN of the old SQL Server> -SqlInstanceName <if needed>
