By defining your requirements. E.g. do you only need it as input device or is it part of a data capturing process.

In the first case, this means e.g. barcode scanner keyboard device just "types" the scanned value at the current input control. This also means that you can loose information when the focus is in the wrong place.

So the second case you need a device which stores the scanned data locally and can be queried over USB/TCPIP/SerialPort. So that you don't loose the scanned information.
Then you need to specify your development environment. VB.NET is different than VBA. In .Net you can use threading or a separate process to ensure data capturing.  In VBA you need a polling model.
