Win 7 PC on Server 2012 Essentials Won't Shut Down

I have a win 7 PC on a 2012R2 Essentials domain. Since the server was installed about a year ago this PC won't shut down and needs to be powered off. There are no errors or obvious issues. Any one else had this happen.  

It is not a box the customer is anxious to rebuild.

I am guessing that the server install and failure to shutdown are coincidental.

Anything in the event logs?

My first suspicion here would be dodgy apps, particularly unsigned drivers.

Check the properties of devices, particularly NICs, and see that the "Allow this device to wake the computer" is unchecked.

in the run box, try       shutdown -s

The only event in the logs was a network card disconnect so i changed the power settings to not let the card sleep. We'll see how it goes. I'll keep this open awhile and see what the customer says. I didn't want to try as I'm remote.

i only know of  -f parameter in the shutdown commnand what does -f do
