Is it possible to live migrate storage from one hyper-v cluster to another? (different SAN)

You can do it using replication products like Veeam or VISION, in case the you can't via Hyper-V.

A VM can be Shared Nothing Live Migrated from one host to another or from one cluster to another.

If both SANs are connected to the same cluster and have CSVs on the same cluster then yes, you can Storage Live Migrate from one CSV to another.

Are the storage to be migrated and the VM(s) to be migrated on the same cluster? Then Shared Nothing Live Migration is the way to go.
