Windows Server 2016 Standard - Windows Update Issue 0x80073701 Referenced Assembly cannot be found

-This error is occurring on the majority of Windows Updates. There was several updates I was able to get installed manually.
-The current update it is failing on is as follows: 2018-01 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4056890) - Error 0x80073701

Have already tried:

-Reset of Windows updates components including rename of software distribution folder
-dism /online /cleanup-image /scanhealth
-dism /Online /Cleanup-image /Restorehealth
-chkdsk /f  - reboots

(No issues found with above commands)

I have attached DISM.log and CBS.log
Assistance would be appreciated.

When a machine won't update anymore, the easiest working solution is to do an in place upgrade to repair updating. Afterwards, patches will install again. See it described for win10 here (same steps for 2016): https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html
