Previous Versions available in Windows 10/Server 2016?

we currently use the previous versions function on several of our file servers and most of our clients. With the newer versions of Windows, this feature has disappeared. Is there a way to regain this function? Or possibly via a third-party?

In windows server 2016, the previous version is there.

Isn't that called "file history" in win10? Please type "file history" into your start menu.

OK, I got the Shadow copies set up on my servers now, that works perfect. Can I do this in Win10 Pro? I like it to automatically create a snapshot at noon, and at 6PM. The shadow copies can be scheduled like that, but System Protection can't from what I see. The File History function doesn't work. It looks like I'd need to have an external drive to use it for some reason.

No, you can't use it in win10 pro and file history is all there is. System restore can be scheduled to run at times that you choose (see https://techjourney.net/force-automatic-system-restore-points-creation-change-trigger-schedule/ ), but SR does not backup your files.

Conclusion: you need a 2nd drive to fulfill this.

Is there a third party program/solution to do this? A number of my users are on laptops and they'll forget to plug them in, lose them, etc.

Sure. For example https://www.2brightsparks.com/syncback/compare.html knows file versioning in the pro or SE edition.
