You can do a cut off migration from onpremise server to Office 365.
Please check this for details

If you want to have Hybrid.
You have to configure ADconnect first and run Hybrid Configuration Wizard.

However, your best approach is to follow Microsoft Exchange Server Deployment Assistant to get step-wise checklist: https://technet.microsoft.com/en-us/office/dn756393.aspx
