Direct logon to AS400 and STRPASTHR

Is there a way to be able to tell what users are logging on directly to one lpar using client acces, and the users who are using STRPASTHR from another lpar?  We have one lpar that users are only supposed to be using STRPASTHR and not logging on directly, I need to find out who they are and make sure they only use STRPASTHR.  Have googled, but can't find anything.

Why not just just fix the problem by either not starting the Telnet server at all?   Or if Telnet is needed by some but not all users, use a Telnet exit point program to screen users at connection time and only allow those who are on a "permitted" list.

Telnet exit point could also be used to log telnet connections, but if you are going to write one, why not just use it to enforce the rule?

Sample telnet exit point program that sceens users...

Yes I will fix the problem by using a telnet exit program, as we do have programmers who are allowed direct logon.  I was just curious to figure out who had already logged on directly instead of using strpasthr
