On a Server 2016 base server do the Hyper-V guest integration tools still need to be installed on guest Server 2016 operating systems?

For the newer Hyper-V 2016 and guest systems based on 2016 (as well as supported versions of 2012 and Windows 8/10) Integration services are essentially automatically installed through Windows Update (as I understand).  If you need to provide them for older operating systems, you should be able to use the 2012 ISO to install the 2012 Integration Services (IS) ISO Version on a VM supporting them and then Windows update will take it from there.

Not official but published by an MVP so I'm willing to accept it:

No, it is built-in and update (not installed) via Windows Update
