I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You can look into MERGE statement.

Since you want to UPDATE and INSERT, get rid of the IF statement (it only performs one of the operations). Replace the IF block with the following code:
UPDATE temp
SET [Status] = 'N', LstUpdt = NULL,
    ExeType = CASE
			WHEN b.[status] = 'I' THEN 'P'
			ELSE 'F'
		END
FROM temp a (nolock)
	JOIN Loln_lnCustInstlmntDaily b (nolock) ON a.Lnno = b.lnno and State_fk=42

INSERT INTO temp (Lnno, ExeType, [Status], LstUpdt)
SELECT l.Lnno, 'P', 'N', NULL
FROM Loln_lnCustInstlmntDaily l
WHERE NOT EXISTS (SELECT 1 FROM temp a WHERE a.Lnno = l.lnno)
GROUP BY l.lnno
