Bootstrap Nav Issue

I am trying to create a button-type nav bar on my classic asp pages that expands when it is clicked.  I am only getting a small "object" that, when clicked, does expand and show the links but does not have the formatting it should.  Any help would be much appreciated.  I can't post the page because it is login-based but here is some info (the rest of the bootstrap in the site works fine:

Thanks Bob but I am still a bit in the dark as to what I am look at / for.
The code from your original post is just the start of a Navbar - no actual content.
Header and footer are scripts which (at this stage) don't really have a bearing beyond Bootstrap

I would need to see the code that is generating the un-populated button - which is what we are looking at - somewhere you have
<button class="..."></button>

A <button> with no text - which is displaying as you have it in your images.

What I need is
a) a description of what I should be seeing
b) the code that generates those views

Can you post a screen shot of what you are seeing - difficult to visualize and not practical to try and recreate page with code posted.

I thought I included everything except the actual <li>content</li> which are all links.  I can imagine how hard this must be with such incomplete information.  I think I am going to try a different nav utility.  Thanks so much for your time!
