New users are not getting a Profile on the Domain controllers

When a user logs on to a computer they are not getting a profile in the profilelist in the registry of the computer they are logged on to.
This is a Windows 2008 R2 Domain

From the computer I ran %logonserver% to see what computer they were on.
Went to the registry of that DC, hkeylm/software/microsoft/windows nt/profilelist.  The user did not get a profile.
We have 3 DC's.  All are replicatiing

Where do I start looking?
