SQL Replication for SQL 2016

Dear Experts,

Is SQL Transactional Replication for 2016 to another SQL 2016 the same as SQL Transactional Replication for SQL 2012 to another SQL 2012?

If there are any differences, what are they?

When we start the log agent, we got this message.

the process could not execute 'sp_replcmds' on 'servername'

Is this a permission issue?

Log Reader Agent must connect to the database with db_owner role or sysadmin server role.
Try to execute manually in SSMS on publication database:
EXEC sp_replcmds @maxtrans = 100;

We used the sa and domain admin account. We added them as sysadmin in the Server Roles.

They're the same. As far as I know, there were no enhancements made in SQL 2016 for replication feature.
