Tricky loan rate question

Hi Experts using excel 2010

Do not have a clue how to do this either using excel only or an element of vba mixed in...

See attached 3 files
Portfolios.csv contains details of a number of portfolios including their country and currency
Loans.csv contains a list of home loans contained in those portfolios

Ratings.csv lists the potential credit ratings that a portfolio may have and the probability that a loan may default

How would you create an interface that allows a user to specify a percentage change in house prices for each country in the example below.

It isn't even clear that the available information (loans, credit ratings, and default rates) has any relationship to house prices.
What would be the goal, meaning, or point of a user specifying  -5.12% for Great Britan?
