Parse a column into rows based on key in oracle SQL

I am trying to write an oracle sql or pl/sql to parse 2 column into multiple rows using a Key column. Please see attached is the current setup of data and the expected outcome.

       regexp_substr(document_identifier,'[:,]"([^"]+)"',1,column_value,null,1) document_identifier,
       regexp_substr(document_code,'[:,]"([^"]+)"',1,column_value,null,1) document_code
  FROM current_setup,
       table((select collect(level) from dual
               connect by regexp_substr(document_identifier,'[:,]"[^"]+"',1,level) is not null)

I made the assumption that the identifier and code strings would always have the same number of elements.
If that's not the case then please provide an example that illustrates the expected results
