Reset Airport Time Capsule disables Airport Utility access to Time Capsule

Reseting Apple Airport Time Capsule (firmware 7.6.9) disables Airport Utility access to Time Capsule.

Reset started with 1 sec. press of reset button, then Airport Utility returns 'cannot find devices'

My goal is to change Base Station and Wireless passwords from local Mac wirelessly connected.

How do I access Airport Time Capsule in 'Reset' mode? to enable passwords update?

In the past, I had to physically connect with an Ethernet cable to the Airport Time Capsule to the local Mac via cable as sometimes over WiFi the Airport Utility would not detect the device.
