Is anyone familiar with what needs to be done for mailboxes moved to Exchange 2016 to be able to see public folders on Exchange 2010?

Looks like it's possible, usually, all applicable actions for exchange 2013 works for 2016 in my experience, check this out:

So what I suggest you is to do a migration of the public folders into the newest exchange server version.

What I'd do, is to migrate everyone to 2016, then migrate the public folders.
then format the server with ex 2010 with ws2012 and deploy a second 2016.
