I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Looks like it's possible, usually, all applicable actions for exchange 2013 works for 2016 in my experience, check this out:

So what I suggest you is to do a migration of the public folders into the newest exchange server version.
What I'd do, is to migrate everyone to 2016, then migrate the public folders.
then format the server with ex 2010 with ws2012 and deploy a second 2016.
