how many session should I have?

We have some server 2008 R2 in one domain and one forest. We have two cocurrent remote session in same server. Because one server need access by three remote connect session by one domain username, so we buy 3 licenses and install the licenses  on our RD Licensing Manager. License mode is per user. I can remote connect to the server on which Remote Desktop Server installed with many sessions, but one of our server which is VM and server 2008 R2, I can only connect to it in one session. Before I install remote desktop service, I can connect to this VM server R2 server, let's name it VM1, with two cocurrent remote connection.

Why now I only have one remote connection session after installing the remote desktop serivce and the licenses?

i think it is RDS configuration related.
Possible per GPO/possible al local policy or registry setting.
