Is a SAN required to configure an Exchange 2013 DAG?

Is it possible to to have the mailbox servers replicate on a secondary network without use of a SAN

Depending on how many mailboxes will depend on if you need to offload the I/O to the SAN.

yes it is, as long as you have a witness server configured.
